What Is the Desenrola Adimplentes Programme?
Desenrola Adimplentes is a federal credit line designed to help Brazilians who are current on their debts or have overdue payments of up to 90 days avoid sliding into full default. The latest changes were announced in the last week of July and formalised via a provisional measure dating from 29 June 2025.
What Changed and Why Does It Matter to Banks?
According to Febraban, three structural improvements make the programme more attractive for financial institutions:
- The federal government now funds 70 % of each operation, reducing the share banks must finance themselves to just 30 %.
- The FGO guarantee now covers 100 % of each individual operation, capped at 50 % of a bank's total portfolio under the programme, limiting potential credit losses.
- The programme covers both fully performing loans and loans up to 90 days past due, allowing preventive action before borrowers officially default — which would otherwise trigger higher provisioning requirements.
How Much Time Do Banks Actually Have?
The provisional measure grants 90 days from 29 June for banks to offer and sign contracts. However, Febraban warns that the mandatory accreditation process with agents Banco do Brasil and Caixa Econômica Federal takes three to four weeks, plus additional time for the technological integrations needed to connect to FGO and funding flows. The federation estimates the effective window for making the credit line available to customers could shrink to roughly two weeks.
What Would Make the Programme Even More Effective?
Febraban has flagged two measures that could boost bank participation: making accreditation to access federal funding optional rather than mandatory, and extending the programme's operational deadline. The federation says it is in permanent dialogue with the Ministry of Finance, Banco do Brasil and Caixa to streamline workflows.
Participation remains a voluntary, bank-by-bank decision based on each institution's credit policy, risk assessment and eligible client profile.
