Brazil's Ministry of Finance has published the Operational Manual for the Fifth Auction of Eco Invest Brasil, laying out the rules for financial institutions wishing to participate in the new round. The auction targets technological innovation projects in strategic sectors driving the country's ecological transition and industrial development.
Which Sectors Are Eligible for Funding?
The fifth edition focuses on six strategic supply chains of the Brazilian economy:
- Green fertilizers
- Advanced green fuels
- Automation and artificial intelligence applied to production processes
- Critical mineral processing
- Battery systems and energy storage
- Green chemistry, biomaterials and mineral waste circularity
What New Financial Instruments Will Be Available?
This round introduces three financial mechanisms tailored to different levels of technological maturity, designed to connect companies, universities, research centers, startups and investors:
- Specialized innovation funds organized by supply chain
- Corporate credit financing for commercially mature projects
- Non-reimbursable grants for applied research and technology-based entrepreneurship
How Does the Blended Finance Model Work?
Eco Invest Brasil uses public resources to attract private capital through the blended finance model. By absorbing part of the operational risk, the government creates incentives for private investors to fund sustainable projects — including forest-linked economic activities, eco-tourism, and technologies that balance income generation with environmental preservation.
How Can Financial Institutions Apply?
Interested financial institutions must meet deadlines and submit documentation as specified in the Operational Manual and in Ordinance 1.782 of the Executive Secretariat of the Ministry of Finance, dated June 17.
