Which tax invoices must include CBS and IBS from 3 August?
Brazil's tax reform took a concrete step forward on Monday 3 August, when businesses became required to display the new Contribuição sobre Bens e Serviços (CBS) and Imposto sobre Bens e Serviços (IBS) fields on a first batch of electronic fiscal documents. The mandate covers the most widely used invoice types and is being rolled out gradually through to January 2027.
What documents are affected right now?
From 3 August, the following documents must already show CBS and IBS breakdowns:
- Nota Fiscal Eletrônica (NF-e)
- Nota Fiscal de Consumidor Eletrônica (NFC-e)
- Conhecimento de Transporte Eletrônico (CT-e and CT-e OS)
- Bilhete de Passagem Eletrônico (BPe) — excluding air and semi-urban transport
- Manifesto Eletrônico de Documentos Fiscais (MDF-e)
- Guia de Transporte de Valores Eletrônica (GTV-e)
- Nota Fiscal de Energia Elétrica Eletrônica (NF3-e)
- Declaração de Conteúdo Eletrônica (DC-e)
- Nota Fiscal de Serviços de Exploração de Via (NFS-e Via)
What is the schedule for the remaining documents?
1 October: NFCom (communications invoices), most NFS-e service notes, Declaração de Importação de Remessa (DIR), and DeRE regime-specific tables.
15 November: Monthly DeRE events, including monthly balance sheets, financial applications, deductions, public securities transactions, and monthly closing.
1 December: NFS-e for digital platforms, software and data-centre companies, municipal transport, real-estate and movable-property rentals, condominiums, air and semi-urban passenger tickets (BPe), NFGas, NFAg, and other services not yet covered.
Why the phased approach?
Brazil's Federal Revenue Service (Receita Federal) and the IBS Management Committee (CGIBS) published a joint act explaining that gradual implementation gives companies and software developers more time to adapt their fiscal systems before full compliance is required.
- CBS and IBS are new consumption taxes created by Brazil's ongoing tax reform.
- Phase 1 started 3 August 2025, covering NF-e, NFC-e and several transport documents.
- Full rollout across all document types is scheduled to complete by January 2027.
- The schedule was set jointly by Receita Federal and the CGIBS.
- Businesses using digital platforms, data centres or rental services have until 1 December.
