Why won't invoices be rejected on Monday?
Brazil's Receita Federal (federal tax authority) announced on Saturday, August 1, that electronic fiscal documents issued from Monday, August 3, onward will not be rejected if they omit the CBS (Contribuição sobre Bens e Serviços) and IBS (Imposto sobre Bens e Serviços) values. A joint technical act (Ato Técnico Conjunto) will formally suspend the mandatory fields for CBS and IBS across all major document types: NF-e, NFC-e, CT-e, CT-e OS, GTV-e, BP-e, NF3e and NFCom.
What is the CBS/IBS test phase?
August 3 marks the start of a testing phase for Brazil's sweeping tax reform. Businesses are expected to include CBS and IBS data in invoices so the new system can be stress-tested — but many companies were simply not ready. The private sector had raised urgent concerns that a hard rejection of non-compliant invoices could trigger chain-reaction disruptions across the entire economy.
Is there a penalty for non-compliance?
On Friday, July 31, the Receita Federal and the IBS Management Committee (CGIBS) published a compliance roadmap declaring 2026 a fine-free year for taxpayers who demonstrate good-faith progress on implementing the new systems. Tax attorney Guilherme Alves of Salomão Advogados welcomed the move: "Fiscal documents will not be rejected in the absence of CBS and IBS fields. This gives taxpayers extra breathing room, but adapting fiscal documents must remain a top priority."
Can the January 2027 reform deadline be moved?
The constitutional amendment underpinning the reform sets January 1, 2027 as the date CBS collection formally begins. Changing that date would require another constitutional amendment — a high political bar. The government acknowledges that adaptation timelines are tight, but the calendar cannot be moved unilaterally.
