What is the 'Blusinhas Tax' MP and why is it at risk?
Brazil's Provisional Measure (MP) 1357/2026, nicknamed the 'blusinhas tax' law, zeroed the 20% import duty on online purchases up to US$ 50. Signed by President Lula in May 2026, it must be approved by both chambers of Congress by 8 September or it lapses automatically.
What is blocking the commission from being installed?
Before Congress can vote on any MP, a joint committee (comissão mista) must be set up to analyse it. Senate President Davi Alcolumbre has not yet ordered its installation. With Congress scheduling only two weeks of intensive sessions before the October elections — the last block running 31 July to 4 September — time is extremely tight.
What is the government doing about it?
Minister of Institutional Relations José Guimarães announced on Tuesday (11) that he would formally request Alcolumbre to install all pending joint committees, flagging the 'blusinhas' MP as the top priority. 'It is our priority to install the joint committee and work for its swift approval,' Guimarães posted on social media. Alcolumbre's office did not respond to press inquiries.
Who opposes the measure?
Brazil's National Confederation of Industry (CNI) filed a lawsuit at the Supreme Court (STF) arguing the MP violates constitutional principles, including the protection of the domestic market. The CNI says it grants an unfair advantage to foreign manufacturers over Brazilian producers.
What does the government say?
The Finance Ministry argues the measure benefits everyday consumers and was made viable by new anti-smuggling rules and broader regulation of the cross-border e-commerce sector.
