Why Did Brazil Suspend Discord Live Streams?

Brazil's National Data Protection Authority (ANPD) ordered the suspension of Discord live streams after a 13-year-old girl died on June 22 during a broadcast in a private Discord server. Government investigators found that other members of the group had encouraged the teenager to self-harm during the stream.

The ANPD's order covers all live video transmissions and real-time video-sharing features on Discord across Brazilian territory. Discord has three business days to comply. The suspension will remain in effect until the company proves it has adopted effective child and adolescent protection measures.

What Triggered the Government Action?

A report from the National Secretariat for Digital Rights, linked to the Ministry of Justice and Public Security, identified failures in Discord's age-verification mechanisms and its minor-protection systems. On Monday, July 10, Discord submitted a proposal to the Attorney General's Office (AGU) outlining measures to strengthen child safety on the platform, following a series of meetings with representatives from the Ministry of Justice, the AGU, and the ANPD. The platform's representatives met ANPD directors on Tuesday, presenting data on its live-stream monitoring tools — data that regulators deemed insufficient.

What Are the Penalties?

If Discord fails to comply, it faces daily fines, the exact amount of which has not yet been set by the agency. The investigation could escalate into a sanctioning process if the ANPD concludes that Discord cannot meet the requirements of the Digital ECA (Brazil's child protection law). In that scenario, the platform could be fined up to R$50 million and have its services fully suspended. Discord has ten business days to appeal the decision.

First Lady Janja Lula da Silva publicly called on authorities to block Discord in Brazil, describing it as a "horrifying network" and demanding the app be taken offline. Her public statements significantly amplified national attention on the case.
