President Lula signed a provisional measure (MP) on Wednesday, August 5, that strengthens the National Land Transport Agency (ANTT) authority to monitor and penalize violations of the mandatory minimum freight rate table for road cargo transport.

The measure was drafted after diesel prices surged following rising international oil prices linked to the Middle East conflict, causing widespread complaints from truck drivers. The freight rate table, which sets minimum amounts that cargo contractors must pay, is one of the trucking sector's top demands. The MP helped ease tensions between the Lula administration and truckers earlier this year.

The MP establishes a clear methodology for ANTT to determine minimum freight rates. Factors that must be considered include:
